New tax and health inspections are imposed on immigrants. Ships are required to anchor a mile out from the port and await inspection by a physician. Again, this indicates that colonial authorities are looking to determine who is and is not “deserving” and/or "fit" for entry. The law is also the first instance of a "head tax" being used to add an additional barrier to immigration.
