After Fact Magazine polls members of the American Psychiatric Association (APA) on whether or not Barry Goldwater, the 1964 Republican nominee for president, is "fit" to be president, the APA enacts a rule that bans diagnosis when a provider has not performed a personal examination of the patient themselves and/or when the provider has not been authorized to release information about the patient.
