The Human Rights Commission of the City and County of San Francisco publishes the first report on the treatment of intersex people by a human rights institution, entitled "A Human Rights Investigation into the Medical 'Normalization' of Intersex People."

The report provides testimony against nonconsensual gender assignment for intersex people. In addition, it lists 74 findings on the treatment of intersex people with recommendations for systemic change including: "Most intersex children can live happy and healthy lives without surgical intervention," and: "Prejudice against people with nonstandard genitals is culturally determined, and this negative bias does not exist in every culture" (Arana, 2005).
