A network of family planning centers is established across the U.S. under Title X.

In the mid-1970s, funding from Congress enables the establishment of a network of family planning centers in the U.S. under Title X, which ensures: "voluntary, confidential, and affordable reproductive health services regardless of ability to pay" (Vamos et al., 2011).
While this will expand the necessary access to reproductive health services for low-income women, it will also open the doors to family planning being forced on Communities of Color through the lens of population control. Title X funds are also prohibited from being used for abortion services.
