The act increases the rates of miltiary pensions and expands eligibility to "every person in military or naval service since March 4, 1861, their widows and orphans, and for dependent orphan sisters" (Prechtel-Kluskens, 2010). This system will provide the basis for the "old age assistance" programs that emerge in the early 20th century.
