Blue Shield begins establishing plans that offer insurance for provider care (rather than hospital visits) in 1939. During World War II, wage and price controls are largely placed on American employers. To compete for workers, companies begin to offer health benefits, which gives rise to the employer-based system of health insurance in place today.
