Order-in-Council PC 1930-1957 limits immigration to: "American and British subjects with sufficient means to maintain themselves until securing employment; agriculturalists with sufficient means to farm in Canada; and the wives and minor children of Canadian residents." No one else is deemed admissible. In 1939, this policy will be used to justify the government’s refusal to offer sanctuary to Jewish refugees from Germany.
