Lasting until 1908, this immigration category is created for immigrants coming to Hawai'i and the West Coast. It is focused on quickly bringing in a large amount of laborers to work on the rapidly expanding agricultural sector, whereby immigrants can negotiate the conditions of their employment. This will lead to a mass influx of Japanese and Chinese immigrants along the West Coast. The policy will end in 1908 after the passage of the "Gentleman's Agreement," which will allow those who came during the previous policy to retain access to U.S. citizenship.
