Cities and towns refuse to build water lines in Black neighborhoods.

Zanesville, Ohio and Roanoke, Virginia are two examples of towns that deny water lines to Black neighborhoods in this era, but there are many others. Other Black areas are prevented from incorporating as towns, which then prevents access to the funds necessary to build water and sanitation infrastructure.
There are still communities at the time of writing, mostly rural and impoverished, or on tribal reservations, where there is little to no infrastructure.
