While cash was initially a part of indoor and outdoor relief programs for people living in poverty, critics attack the programs, calling them a "disincentive to work." The compromise is to provide relief care without giving cash, thereby making those in poverty dependent on the programs to receive their "basic needs" (as defined by the programs).
