The Northeast Community Action Group (NECAG) in Houston, Texas becomes the first organization to charge environmental discrimination under civil rights laws when they file a class action lawsuit to prevent the construction of a landfill in an African-American neighborhood.

While the lawsuit itself is unsuccessful, it paves the way for similar cases across the country.
