New York Governor Nelson Rockefeller launches a partnership that brings researchers from McGill University in Canada to the Dannemora State Hospital for the "Criminally Insane" in New York. A large percentage of the program's participants are Black. The stated purpose is to "develop new methods for preventing recidivism" (Burton, 2023). Prison guards are trained in hypnosis, aversion therapy, and other psychological manipulation techniques developed by the CIA's MKUltra program.
In 1971, Dannemora will be renamed the Adirondack Correctional Treatment Education Center. Prison authorities drug incarcerated people's food without their consent and carry out other "mind control" programs.
