A series of policies increases funding for neighborhood health centers, which are now deemed to be a part of the public health service.

The category of "federally qualified health centers" is established as a required benefit within Medicare and Medicaid. This is important as many larger clinics and hospitals have begun to limit the number of Medicare and Medicaid patients they serve in an attempt to increase their profits.
