The Gold Book contains the results of a survey from nine Native reservations and will shape the agenda of the Indian Health Service for years to come. The survey found that in order to honor the health of Native people, a substantial Federal Indian Health program is required; all community health resources must be developed in cooperation with Indian communities on a reservation-by-reservation basis rather than a one-size-fits-all approach; federal Indian health programs should be planned in each community and services made available to Native people under State and local programs; and the obligations and responsibilities to Native residents must be made on a "nondiscriminatory basis" from the State and local communities. In other words, the report acknowledges the need to address anti-Indigeneity within the healthcare system.
