Jacksonville health department passes a policy that incorporates elements of what will become known as "harm reduction."

The policy stipulates that the health department in Jacksonville, Florida should be sent a duplicate copy of every prescription for morphine or cocaine to determine a pattern of addiction. Once an addiction pattern is established, the person should be given a free supply by a druggist. In this way, states the policy, "addicts" can be tracked and their drug use can be supported and maintained.
