By 1960, 26 states and Washington, D.C. have passed statutes that allow for people labeled as "sexually dangerous" to be involuntarily committed to state institutions. All of the laws include provisions for mandatory medical examinations, which were created in an attempt to control perceived sexually transmitted infections and to identify the biological characteristics that define "sexual psychopaths."
