The act raises mandatory minimum drug sentences, and requires the death penalty for the sales of drugs to minors. The act includes marijuana, which is a reflection of the 1950s marijuana scare that links the use of this drug to Mexican immigrants in the public mindset. A first offense marijuana possession carries a minimum sentence of 2-10 years with a fine of up to $20,000.
