The Native American Women's Health Education Resource Center (NAWHERC) organizes "Empowerment Through Dialogue," which is a gathering of 30 Native women representing 10 nations in Pierre, South Dakota.

An "Agenda for Native Women's Reproductive Rights" is created at this three-day gathering, leading to the formation of a Reproductive Rights Coalition that will include 150 women from 26 different tribes by 1994.
