The New York State Legislature passes An act to amend the public health law, in relation to operations for the prevention of procreation. The bill aims to empower the state to sterilize people deemed "undesirable." The legislation creates a sterilization examination board to decide who should be sterilized. The act will be in effect for four years, during which 42 sterilizations will occur. The legislation will be deemed unconstitutional because the law does not apply to people outside of state asylums, which is a violation of the Fourteenth Amendment of equal protection under the law.
