This act is enacted as a federal law under the Public Health and Welfare Act. It establishes the federal government's ability to quarantine and task the U.S. Public Health Service (USPHS) with: "preventing the introduction, transmission and spread of communicable diseases from foreign countries into the United States."

The act also grants the government the right to appoint consultants and scientists as needed without their having to undergo civil review.
