Designed to limit Chinese immigration, the commission recommends imposing a fine on each Chinese person entering Canada. This is the result of white Canadian protest against Chinese immigration, which labels the Chinese as "immoral, prone to disease, and resistant to assimilation." The creation of the commission leads to the passage of the Chinese Immigration Act in the same year, which imposes a $50 duty on each Chinese person migrating to Canada. It only temporarily reduces immigration.
