Smaller governments and a limited number of women in "frontier" towns contribute to a less restrictive legal environment. Sex work is legal in cities like Denver, San Francisco, and New Orleans. Brothels are also legal in East Coast states, with sex work services being sold alongside alcohol and tobacco.
