It is the principal legislation authorizing federal funds for health services to Native communities. The fund is designed to attend to "the relief of distress and conservation of health" for tribal people. Congress will later create a process for transferring health programs run by the Bureau of Indian Affairs and Indian Health Service to tribal governments through the Indian Self-Determination and Education Assistance Act of 1975.
