The Abandoned Infants Assistance Act is passed.

Date: 1988

AIDS
LLP
CHIL
DRUG

The act focuses on infants who are perinatally exposed to drugs, many of whom are also HIV positive, and abandoned in hospitals by setting up a state system of foster care that places these children in new homes or attempts to reunite them with family members.

Sometimes, children are immediately taken away from parents who are substance users and seen as "unfit."
