Hover over the abbreviated filter tags in the blue boxes to see the complete name of the filter, or click a filter to display all the data with this tag. The act focuses on infants who are perinatally exposed to drugs, many of whom are also HIV positive, and abandoned in hospitals by setting up a state system of foster care that places these children in new homes or attempts to reunite them with family members.

Sometimes, children are immediately taken away from parents who are substance users and seen as "unfit."
