Washington's plans for a broad educational and culturally-grounded care approach to ending tuberculosis in Black communities, members of the conference criticize his plan based on what they perceive as Black "shiftlessness, ignorance and poverty." They demand a "disciplined approach," and a "training" of Black people's physical, mental, and "moral" powers to combat tuberculosis rates.
