This act, which is sponsored and named for U.S. House Representative Hale Boggs (a Louisiana Democrat), is an amendment to the Narcotic Drugs Import and Export Act. It sets a minimum sentence of 2 to 10 years for marijuana first offenses, including simple possession, and a fine of up to $20,000.
