The bureau, which is basically a marketing and communications strategy, works to build the case for the social reforms advocated for by the Rockefeller Foundation.

The bureau is created after Rockefeller serves as part of a grand jury investigation into "white slavery." Frustrated with how government functions, he creates the bureau to fund private research and public education on sex work, drug use, government corruption, and "delinquency."
