The commission's recommendation is that Canada follow the U.S. example of "aggressive civilization," which leads to the public funding of a residential school system. This system focuses on mixing religious and "cultural" instruction with skill-building, in order to both force assimilation and build skills that will support labor tied to Western capitalist systems rather than traditional economies.
