Passed by the Bush administration, this plan provides funding for AIDS prevention and treatment with the addition of an abstinence-until-marriage sex education policy for young people.

The plan requires that any organization receiving money also oppose any and all sex work. Failure to endorse the "no prostitution pledge" leads to total loss of funding.
