Approximately eight months after the 9/11 attacks, Bush signs this act, merging all Immigration and Naturalization Service (INS) databases to allow for data sharing with all federal law enforcement and intelligence agencies. The act also requires all travel and entry documents to include a "biometric identifier," such as fingerprints, retina scans, blood types, DNA, etc.
