The Halifax Explosion shapes the evolution of social work in Canada.
Date: 1917
After the explosion of two munitions ships in Halifax Harbor destroys the city, the Halifax Relief Commission is assembled to "restore" the city. The commission's actions are seen as a significant moment in shaping the structure of social work in Canada. Relief is targeted towards wage earners and property owners, thereby eliminating relief for many First Nations and Black people in Halifax. Black claimants receive lower amounts of compensation for personal losses and temporary income aid than white claimants.
