As mandated in the Homeland Security Act, three new agencies for regulating migration are formed, all of which are located within the Department of Homeland Security (DHS): U.S. Citizenship and Immigration Services (USCIS), Immigration and Customs Enforcement (ICE), and Customs and Border Protection (CBP).
This marks a continued movement towards framing immigration as a national security issue.
