The Marine Hospital Service begins to develop a broader vision for public health.

Before 1872, public health systems, including quarantines and infectious disease management, varied from state to state. The first role of the new Surgeon General is to begin changing this. "From the time of the reorganization of the Service in 1871, Surgeon General John M. Woodworth contemplated that the Marine Hospital Service would become in fact a national health service" (Sarka, 2013).
