The act is intended to improve U.S. relations with other countries for the purposes of trade by removing racial restrictions.

However, quotas on immigrants from particular regions are retained, and 85% of these quotas are allotted to Northern and Western European countries.

This preference system now prioritizes skilled workers and family reunification, with a continued focus on excluding people perceived to be "subversive," such as LGBTQ+ people and Communists.
