The system singles out foreign-born Muslim, Arab, and South Asian men and boys for registration as part of the War on Terror. It will be ended in 2016.

This is based on what is often called the "youth bulge," a belief that single-mother households in Arab and Muslim war-torn countries produce violent boys who have a predilection to be terrorists.
