The North American Syringe Exchange Network (NASEN) is formed as an initiative of the Dave Purchase Project to build a network of individuals and organizations running syringe exchange programs.

It is recorded as the first and largest low-cost supplier of harm reduction materials in the U.S. In the 1990s, there are also multiple queer and trans and Community of Color-led projects that form outside of this network.
