This act is the first major federal legislation to support rehabilitation and accommodation support. It provides "vocational rehabilitation and return to civil employment of disabled persons discharged from the military and naval forces of the United States." This includes funding for buildings, equipment, the training and salaries of instructors and supervisors, tuition, travel expenses, and the placement and supervision of people who have completed rehabilitation programs.

This act continues to reinforce a separation between physical and mental or emotional disabilities, both in how they are met with care and support and how they are valued. In particular, physical disabilities as a result of war continue to be lifted as the most deserving of services and support.
