This act expands the availability of Medicare and Medicaid to people with disabilities who are employed, therefore minimizing the risk of losing medical benefits based on employment.

This is particularly important because the healthcare plans offered by some employers cannot provide adequate coverage and support for some forms of disabilities, and, under the health insurance protocols of the time, a person cannot move into a new job and receive healthcare if they are perceived as having "pre-existing conditions."
