After the violation of numerous treaties by U.S. government forces, the federal government shifts away from individual treaty-making with Indigenous nations. An 1871 Congressional declaration states: "Henceforth, no Indian nation or tribe...shall be acknowledged or recognized as an independent nation, tribe or power with whom the United States may contract by treaty.”
