The Act sells forested land considered "unfit for farming" at low cost to encourage private land ownership. It is intended to apply only to individuals, but wealthy companies will hire individuals to buy their allotted 160 acres and then deed that land to the company, resulting in large areas of corporate-controlled land in the Northwest.
