This international governmental body warns that: "the security of the most affluent State can be held hostage to the ability of the poorest State to contain an emerging disease" (UN, 2004). As such, it prescribes an improvement in global public health systems, naming the erosion of global public health systems as a security risk in the face of the: "emergence of new infectious diseases, a resurgence of older diseases and a spread of resistance to a growing number of mainstay antibiotic drugs."
