The Alabama Legislature passes what is called "An act to provide for the establishment and maintenance of a home for mental inferiors in Alabama; to define who are mental inferiors; to provide for their care, treatment and training, and to appropriate the money necessary therefor [sic] from the State Treasury."
The legislation establishes The Alabama Home, and allows patients to be admitted if an application is approved by both state courts and the board of the institution. It also allows the superintendent of the Alabama Home to sterilize any patient with the approval of the superintendent at the associated Alabama "Insane" Hospital.
