Declassified report outlines the reach of the Central Intelligence Agency's MKUltra program.

The report says that: "Over the ten-year life of the program many additional avenues to the control of human behavior have been designed by the [CIA’s Technical Services Division] management as appropriate to investigation under the MKULTRA charter, including radiation, electro-shock, various fields of psychology, psychiatry, sociology, and anthropology, graphology, harassment substances, and paramilitary devices and materials" (Public Intelligence, n.d.).

Price (2007) writes that: "Many of these experiments were illegal and/or unethical: they placed unwitting prisoner, civilian and military ‘research subjects’ at risk, and left some individuals with permanent damage."
