The Narcotics Register is created as a tool to track addiction in New York City with the intent of determining whether methadone treatment centers are making an impact.

What is not widely known by the public is that the names of people in this register can be released to state, municipal, or federal officers enforcing laws against narcotic use. The data also reflects predominantly Black and People of Color substance users, making them more vulnerable to arrest.
