Territorial legislature of Kansas enacts a law making castration the penalty for any "Negro" or "mulatto" who is convicted of rape, attempted rape, or the kidnapping of any white woman. “The idea of imposing sterilization as a solution for antisocial behavior originated in the castration of Black men as a punishment for crime” (Roberts,1999).
