Typically, private homeowner associations in this era exclude all People of Color and Indigenous people from occupancy, except as domestic servants. By World War I, deed restrictions known as “restrictive covenants” will be put into place under Jim Crow policies and enforced by these homeowner associations. This will contribute significantly to the racial wealth divide.
