Risk analysts working for insurance companies begin developing metrics to determine "normal weight" as they perceive it relates to mortality risk. Because most salaried and insured workers at the time are white and male, these tables are based off of statistics about white male bodies. Many insurers of the time refuse to cover people considered "overweight."
