Eugenics was championed by the American Breeders Association in the early years of the 20th century. In 1914, they change their name to the American Genetic Association.
Their "scientific" Journal of Heredity will popularize the idea of sterilizing children who "did not show adequate improvement in their schooling by the time of puberty" (Johansen, 1998).
