The act raises the limit on tax deductions for donations to savings-based private foundations to 30%, and introduces other more favorable rules for donors to these organizations.

"Savings-based" means private foundations that have put aside significant wealth for philanthropic purposes, as opposed to operating foundations that raise money as they give it away.
