Founded by Debra Harry of the Northern Paiute people, the Indigenous Peoples Council on Biocolonialism (IPCB) organizes: "to assist Indigenous peoples in the protection of their genetic resources, indigenous knowledge, cultural and human rights from the negative effects of biotechnology," as they write on their website.

The IPCB provides education and technical resources, including briefing papers and videos, to protect the: "biological resources, cultural integrity, knowledge and collective rights" of Indigenous communities.
